Bijoy Krishna Handique (1934-2015)

Bijoy Krishna Handique was a politician and a member of the 15th Lok Sabha of India. He represented Jorhat constituency of Assam and was a member of the Indian National Congress (INC) political party.

Life of Bijoy Krishna Handique:

Bijoy Krishna Handique was born on 1st December 1934 in Jorhat. He was the only son of Krishna Kanta Handique, a renowned Indologist.  

He did his Masters in English Literature from Presidency College in Calcutta. He was married to Swarup Rani Handique and had three daughters.
He died on 26 July 2015

Bijoy Krishna Handique was a representative of the Jorhat constituency of Assam and a member of the Indian National Congress (INC) political party. He was a senior Member of Parliament from the North Eastern region and has represented the Jorhat Lok Sabha, Assam for six terms consecutively since the year 1991. 

He had also served as a Rajya Sabha member from the year 1980 to 1986. Earlier, he was also elected to the Assam State Assembly from the Jorhat Constituency in the year 1971.

Bijoy Krishna Handique was also the Minister of Mines from May 2009 to 18th January 2011. he also served as the Minister of Development of North Eastern Region from May 2009 to July 2011 and Minister of State, Chemical and Fertilizers from the year 2004 to 2009. 

In the 15th Lok Sabha elections, Bijoy Krishna Handique won from Jorhat constituency for the sixth consecutive term and was promoted to Union Cabinet Minister status. He formally took the oath of office as Union Cabinet Minister holding dual charges of mines and the Development of North East Region portfolios.

Bijoy Krishna Handique was earlier appointed as the Minister of State for Defence and Parliamentary Affairs in the year 2004 and subsequently was a Minister of State for Chemicals and Fertilizers and Mines up to the year 2009. 

It was during his tenure as a Union Cabinet Minister of Mines that a new direction was given to the nation’s mining policy with the clause for participation and inclusion of local communities in mining belts including tribal areas. The draft mining bill initiated by Bijoy Krishna Handique was due for introduction in the Indian Parliament.

Bijoy Krishna Handique proposed different policies plans and steps of development of the mining field and its subsequent activities. 

As a Minister of development of the North Eastern region, Bijoy Krishna Handique initiated many policy changes regarding connectivity, promotion of youth and industry in the region. His amicable style of functioning earned him the popularity among the people of all the eight north eastern states.

Awards and Recognitions of Bijoy Krishna Handique:

Bijoy Krishna Handique was conferred the Venu Menon National Animal Award for the Leadership in Conservation in the year 2006 for his key role in conservation of rare birds.
